The reversal applies only to students actively enrolled at American institutions on March 9, 2020. Foreign nationals due to start studies in the US in Fall 2020 are subject to an entry ban if their institution is only offering online classes.
President Trump signed an Executive Order on July 14, 2020 terminating preferential treatment within the US immigration rules towards foreign nationals born in Hong Kong and Hong Kong SAR passport holders.
The Department of Homeland Security (“DHS”), Department of State (“DOS”), and other agencies have issued proposals for new regulations along with an indication of publication dates.
USCIS have confirmed they will accept employment-based adjustment applications in July from foreign nationals with a priority date that is earlier than the Final Action Dates listed in the State Department's July Visa Bulletin.
